He is a highly experienced project and construction lawyer with over 18 years of practicing and doing business in Vietnam. He was previously a partner at Allens Linklaters where he principally focused on corporate, infrastructure projects, project finance, and construction (both front- and back-end).
He has acted as a legal adviser in highly significant country-changing infrastructure and energy projects including an USD 9 billion refinery and petrochemical project, one of the largest in South East Asia, complex gas-to-power, LNG-to-power projects and coal-fired power plants in Vietnam.
Over the years, he has acquired a special expertise on contract law under both the common law and Vietnamese legal system and he has advised clients on negotiation, preparation, administration and dispute resolution of various multi-hundred million USD and multi-billion USD construction contracts including EPC contracts for the two oil refineries in operation in Vietnam.
Mr. Chung is one of the very few Vietnamese lawyers who are qualified to practice in the State of New York and before the Supreme Court of the United States. He also holds a Master of Laws degree from Duke Law School and a Master of Business Administration degree from the Chamber of Commerce and Industry of Paris. Currently, Chung is pursuing the Doctor of Juridical Science degree at Duke Law School on the topic of ‘Treatment and influence of common law based provisions in commercial contracts governed by civil law systems in Asian countries — a research which is importantly relevant to the enforceability of some key terms in a construction contract in Vietnam.
